Old U.S. import of Law – 1860-1920's? He also wants information on Minerva dolls.?

I remember reading again something about late 1800 to early 1900, who said at the time the United States passed a law requiring that imported products must be sealed with the country of origin. I wondered when it passed this law because I have some antique dolls (who have the metal head and are performed by a company called Minerva) and am trying to date about them (hopefully within 10 years). I tried to search engines Google and others and can not find any information. I heard that Minerva dolls that were made after a certain period of time all had "Germany" stamped on them, and they were made after the law was passed he was talking about. So I'm thinking mine are probably really old kind that were made before that law was approved import … if someone happens to know these things please reply. Best answer gets 10 points! Thank you.

If the name of the country where the work is done printed on the bottom, which was probably made after 1890. If the name of the country is accompanied by the words "in," then was made after 1914. If there is no country name, then look for other brands. The word "brand" was used in English pieces after 1855, although most items made after 1880 were marked "Ltd."
